Spell sparkler does indeed grant bonus to hit when lightning charged. That just moved it up the tier list! I guess the other lightning weapons do the same, so that's something too.
Yeah with a bit of meta gaming, my multi class cleric (tempus domain) blue dragon sorcerer will collect these items as much as possible. I typically don’t like building a character around items; however, I have had a sorcerer caster for years (Myst Windlore) that will focus on frost and lightning/thunder spells. Basically a Storm Sorcerer, but I doubt that sub class will be included…
