It is the same guy. I have no idea, though, whether there’s any existing lore that would connect Blood Hunters to Faerun/Toril. As I understand it, this is a class developed for Matt Mercer’s own setting of Exandria?
Though I’m all for giving players the maximum flexibility to create the characters they want, especially in single player games, personally I prefer to play characters I can connect to in-world canon. (Not that I’m expecting the Blood Hunter class to be implemented by Larian, given it’s not yet official let alone PHB, but I’d still be interested to hear whether it’s a class anyone has started incorporating into Faerun-set games or media.)
For me Blood Hunters fit best to Zariel-Tieflings, besides Vengeance Palas.

The BH description reminds me a lot of Zariels path:
