Alright, so I've been tearing my hair out about this for ages.

So, outside of target-skills (where you can just write "yes" in OverrideMinAP), how can you set a skill to cost 1AP to use?

I'm looking at BoneCage currently, and it's a 1AP shout, but if I copy it exactly and rename it, the new skill will still cost 2AP for me. How are you supposed to get around this?
