If he was an aftertought he wouldn't be the collector figure of the game. (It's an awesome figure but it could have been Beast!)
... But more seriously ; maybe you're right.
In the artbook, you can see 2 pages for each Origin character. On the first page, you see the
artwork used in game. (ex here for Ifan)
But Fane doesn't have one. He have two pages, but the artwork on the first page is just
the different faces of the Shape-shifting mask (that you can see here on the box on the bottom left)
So maybe you're both right?
Fane was made last as a surprise, but it was too late, the promotional artworks were already done by the time and they couldn't include him for launch maybe?
