Are they going to leave it for mods to fix the balance issues then? Aren't some things hard-coded?
Yeah, and some things exist because of how the math is done. Take Warfare, it's cause of how the bonus is added that makes it so powerful. A little change to how it works and it's no longer so absurd; but I don't think that's easy for modders to do.
