What might be helpful and probably easy to implement is a toolbar auto sort in "Options" where one could set their sort order preferences. If you want "actions" first, drag it to the top of the list, then say "cantrips" second. Could even make it a grouping function with a sort within it. The grouping and sorts could be alphabetical , level, or something else that makes sense.
