If you want to min-max, a standard human can have 16 on three stats. Of course the remaining stats are trash but very few races can achieve something similar. Shield dwarves with +2 on STR and CON are the closest I know of among the core races.
And Half Elves/ Half Drow. They get a +2 CHA, and +1 to any other 2 Abilities.
