When the doctor was in the house the door was unlocked. Until you confront the doctor again after finding certain evidence in his cellar, the door can be opened with Lockpick. Welcome to the forum. <img src="/ubbthreads/images/graemlins/wave.gif" alt="" />

you can find Dr Elrath either at the entrance of the quarantaine zone at the poor's quarters or in his house at the southeast of the Rivertown market.

You need to find evidence against the doctor in the cellar and take it with you when you leave. There is something else to find there as well.
