I have two quest unsolved.

1) The catch the thief quest. Where is the thief?

2) The troll quest in the farmlands. What trolls?

You can get + rep for not reporting him!
But you can still visit him in the dungeons later on if you get him captured ^_^

can you free him from the dungeon?

No.
There is no way to get him out.
No key on the guard, picklocks 5+ is no use.
