I play on PC, so I could get out of this "block" with the [space] after which the dialogue options appeared. So I guess it is minor on PC, but I don't know if PS has this option.

on my 3rd PT i decided to kill Gortash while we were still friends, so before hijacking the u-boat and raiding the prison. So when I got to the cargo warehouse with Gortash dead, the deviser had already stolen the boat and left a note of resignation.
So I took this note to the water queen's house to end the "avenged the drowned" quest. The flood tide priestess initiates the dialogue and then the "empty" screen comes up where i'm supposed to answer her, but there is no text. Pushing the space bar (on PC) then made the text appear.
